Worker ownership is the remedy to our broken, exploitive home care system, but individual home care cooperatives cannot change the industry alone. Understanding that quality jobs are the foundation of quality care, Elevate Cooperative – a new network cooperative made up of home care cooperatives, pooling resources and working together – is changing the future of home care.

How did we get here?

Elevate Cooperative builds on the work of a strong national network of home care cooperatives, developers and supporters working together to support the sector. For 5 years, this network has been working together to make progress on 3 goals:

Goal 1

Build systems to
strengthen existing home care
cooperatives and stabilize
their operations.

Goal 2

Support new entrants into
the home care cooperative
field and ensure these groups
have the tools to succeed.

Goal 3

Create a platform to
meaningfully improve job
quality for a significant portion
of home care workers and shift
the social and economic
value currently assigned to
home care work

In 2020, the ICA Group partnered with the Cooperative Development Foundation to assess the feasibility of launching a secondary cooperative to achieve Goal 3. The findings – which showed a great need and a great opportunity for innovative, national solutions – are directly driving the development of Elevate’s offerings:

  • 100% of home care co-ops desire support with caregiver recruitment and onboarding
  • 80% struggle with digital marketing and wish to outsource
  • 80% wish to enhance internal caregiver training
  • Nearly all wish to grow, but cite lack of professional guidance and access to capital as barriers 

Elevate Cooperative will fill these gaps – elevating home care cooperatives and helping them provide elevated employment to caregivers.

How will Elevate Cooperative work?

Elevate Cooperative – a national network cooperative made up of home care cooperatives – will pool resources to cooperatively deliver state-of-the-art products and services to increase the profitability and performance of members.

Elevate Cooperative will be owned and governed by home care cooperatives, and its products and services are designed by home care cooperatives for home care cooperatives.

At Elevate:

  • Businesses (cooperatives) are the members.
  • Member cooperatives will invest equity and pay membership dues.
  • As members, cooperatives will gain access to standard member benefits and discounted rates on “add–on” products and services. 
  • Member cooperatives will govern Elevate and direct the development and rollout of new products and services.
  • Decision making processes will keep caregiver voice front and center

Elevating Home Care Together

The home care cooperative sector is supported by a strong and growing national network of cooperatives, developers and supporters engaged in strategy, best practice sharing, and peer learning. Elevate Cooperative builds upon this culture in new and innovative ways, elevating what’s already been accomplished through enhanced collaboration to advance the movement.

Today, there are 15 home care cooperatives in operation across 8 states, employing over 2500 caregivers, and half a dozen new start-up initiatives underway in as many states. Elevate will support rapid start-up, conversions, and co-op growth.

Elevate Cooperative is being developed by the ICA Group with financial support from private foundations, government grants and individual donors. Special recognition is due to the Cooperative Development Foundation, a key strategic partner and financial supporter of this work. Scheduled to launch in 2022, Elevate Cooperative will be an independent cooperative entity, owned and governed by member cooperatives.

Once launched, cooperatives that join Elevate Cooperative will make an equity investment and pay monthly dues and additional product and service fees.
