Worker-centered home care cooperatives change the balance of power, profit and rewards in home care. This change results in meaningful job quality differences for caregivers employed at home care cooperatives. But individual cooperatives can only do so much. Systemic change is needed to fundamentally change the quality of home care jobs for all caregivers employed in the industry, and systemic change requires systems approaches.

The path forward requires deep collaboration between home care cooperatives, organized around a common mission, and supported by business products and services that drive profitability and growth.

Elevate Cooperative – a network cooperative, made up of member home care cooperatives – will pool resources to deliver state-of-the-art products and services at below market rates to increase the profitability and performance of its members. As the profitability and market power of home care cooperatives increase, so will the adoption of the worker-ownership model. And because home care cooperatives are structured to invest in and reward workers, the result will be greater investment in caregivers and caregiving jobs.

Elevate Cooperative is being developed by the ICA Group with financial support from private foundations, government grants and individual donors. Special recognition is due to the Cooperative Development Foundation, a key strategic partner and financial supporter of this work. Scheduled to launch in 2022, Elevate Cooperative will be an independent cooperative entity, owned and governed by member cooperatives.
